Is it really free?

Do I need to install anything or grant access?
No. The measurement is external: Google opens the public page exactly like any visitor would.
Where does the number come from?
From PageSpeed Insights, Google's official tool that runs Lighthouse on a simulated phone. It's the same basis Google uses to judge your page experience.
Why does the result change between tests?
Because it's a live measurement: network, server and third-party scripts vary. What matters is the band (good, needs work, critical), not the decimal.
